Parliamentary Code |

By this Covenant a Parliamentary Code shall be formed. All existing and new Law(s) prescribing protocols, procedures, functions and standards of parliament shall be subject to inclusion in the Parliamentary Code. |

Purpose and Function of Parliamentary Code |
|
| |
The Parliamentary Code shall function as the summary of Law in all matters of procedure and proper function of parliaments at all levels of One-Spirit-Tribe. |
|
| |
The Parliamentary Code must reflect all clauses and articles of this Covenant that refer to Parliamentary procedure and good conduct. Furthermore, no Law is permitted to exist within the Parliamentary Code that directly contradicts a clause of the Covenant of One-Spirit-Tribe. |

The Parliamentary Code is to be the first reference to all Parliamentary Conduct and Procedure matters and only the Supreme Court is permitted to refer to the Covenant directly in cases of dispute concerning Parliamentary conduct. |

Structure of the Parliamentary Code

The Parliamentary Code shall be structured into chapters, which in turn are divided into articles and then one or more clauses within each article.

The major chapters of the Parliamentary Code shall be :

1. Introductory provisions
2. Parliamentary standards and social objectives
3. Code of conduct
4. Parliamentary power and rights
5. Parliamentary responsibility
6. Parliamentary integrity, values and honor
7. Parliamentary skills, competency and eligibility
8. Parliamentary equipment and support systems
9. Parliamentary investigations
10. Parliamentary operating procedures

Interpretation of the Parliamentary Code
|

While an article may belong to a particular chapter, the numbering of all articles is consecutive so that the entire body of articles of the Parliamentary Code may be read as one, with or without the chapter headings.

Amendment of the Parliamentary Code
|
|
| |
The Parliamentary Code may be amended from time to time by the addition, or removal of certain Law(s) as passed by the Supreme Council according to its proper authority as defined by this Covenant.
